Our Board and Executive Team
Our Board consists of non-executive directors (elected by our eight networks), a chief executive, and executive directors.

The Board meets monthly, and works alongside our partners across Tower Hamlets health and care landscape to achieve our aims and ambitions for our local population.

Dr Simon Brownleader
Chair

Simon is a GP Partner at Blithehale Medical Centre and currently serves as Chairman of the Tower Hamlets GP Care Group. He has a strong interest in clinical leadership, service improvement and supporting high‑quality, equitable primary care. Simon is particularly interested in GP education and training, and in supporting the next generation of GPs. He is committed to strengthening collaboration across practices and partner organisations to improve outcomes for local communities.

Petr Knava
Network 1
Petr joined the ranks of NHS Tower Hamlets in 2010, making the jump from studying astrophysics at university to immersing himself in systems arguably even more complex and intriguing. Spending an exciting decade-plus working in Primary Care Networks, he eventually switched over to Suttons Wharf Health Centre, where he currently works as Deputy Business Manager and Digital Transformation Lead, alongside his duties on the Care Group Board and Practice Managers’ Forum. Outside of work, Petr is a big music fan, so you will often find him in one of London’s great live venues, with earplugs in (tinnitus isn’t fun!) and comfortable shoes on.

Ayaan Gulaid
Non-Executive Director
Ayaan has been a Non-Executive Director at care Group for over three years. She also works for Tower Hamlets Council as a Transformation Project Manager, supporting the delivery of key transformation and improvement initiatives. She is passionate about developing sustainable change and continuous improvement across organisations she is involved with. She champions equality, diversity and inclusion, ensuring as an organisation, our workforce reflects the communities we serve.

Emma Radcliffe
Tower Hamlets Local Medical Committee Chair
Emma has been a partner at the Aberfeldy Practice since 2006, having trained with Tower Hamlets VTS.
She has been Chair of Tower Hamlets LMC since September 2025. However, she has had several clinical lead roles in the Primary Care Trust, Clinical Commissioning Group and Integrated Care Board over the years.
One of her main interests is the climate emergency and trying to encourage action which is proportionate to the situation we are facing.

Zainab Arian
Chief Executive Officer
Zainab Arian leads the Care Group team and has over 16 years’ NHS experience. She began her career in the private sector while studying finance and is a qualified Chartered Management Accountant. She holds a degree in Chemistry from King’s College London. Formerly the Care Group’s Chief Financial Officer, Zainab specialises in place‑based partnership working across general practice, secondary and acute care, the voluntary sector and local authorities. An avid cyclist, she champions physical activity for women from minority backgrounds.

Vicky Scarborough
Executive Director of Service Delivery and Integration
Vicky has spent her entire career working in or around the NHS, giving her a deep and lasting commitment to improving care for patients and communities. Her background spans strategy, planning and business, and more recently operations, working across all areas of the NHS — including community, acute, commissioning, mental health and primary care.
Vicky joined the Care Group in 2020, and her role has evolved in that time from a sole focus on primary care to her present role which spans children’s services, primary care and urgent care. She holds a Law degree and a Master’s in Healthcare Leadership. Outside of work, Vicky looks after her wellbeing by walking her dog on the beach and enjoying time with friends.

Nicholas Percival
Executive Director of People and Engagement
Nicolas joined Care Group in 2016 to establish the HR service, including payroll and occupational health procurement. Since then, his role has evolved alongside the organisation, and oversees communications and engagement, people development, HR and our external training unit. With around 15 years of NHS HR experience across various London trusts, Nicolas has also worked in the charity sector and local government. He holds MCIPD accreditation, an MA in human resource management, and recently gained a management coaching diploma. He relaxes with long walks in the Kent countryside with friends.

Dr Toby Longwill
Medical Director
Dr Toby Longwill is Medical Director at the Care Group, a role he has held since April 2022. He leads on clinical quality and safety, supporting the delivery of high-quality primary care services. Toby has around two decades’ experience as a GP and is Clinical Director at Island Health Partnership, contributing to service development and partnership working across the system. Alongside his Primary Care roles, Toby works in sports medicine as doctor for the Football Association and club doctor for Charlton Athletic Football Club. He is also a Programme Director for GP training, and an Honorary Senior Lecturer at Queen Mary University of London.

Dr Kamaldeep Tamber
Medical Director
Dr Kamaldeep Tamber is Medical Director at the Care Group. He is a local Tower Hamlets GP, with his practice at Suttons Wharf Health Centre in Mile End.

Georgina King
Executive Director of Finance and Corporate Services
Georgina joined us in 2023, returning to the borough where she once lived and started her career. She previously served as Assistant Director of Finance for Tower Hamlets Community Services. She provides board-level leadership for the organisation’s financial stewardship, while also overseeing ICT, data analytics, and corporate governance.
Throughout her career in the NHS and charitable sectors, Georgina has specialised in strengthening financial sustainability and leading large-scale transformation, notably delivering a £20m cost improvement programme within a complex NHS environment. She is a values-driven leader, dedicated to managing our resources wisely to ensure we provide the best possible services and care for the local community.
